September 2026 delivered a market in which value and volume moved in opposite directions: total transaction value rose 3.5% to AED 29.8B while volume declined 6.1% to 11,341 deals, a divergence driven primarily by the plots segment's 85.0% value surge to AED 3.7B. Year-on-year, value was 45.5% below September 2025's AED 54.7B and volume 44.3% below the year-ago 20,360 transactions. Against these headline metrics, the leasing market surged 13.0% to a new cycle high of 47,137 contracts, mortgage activity reached AED 9.5B — the highest of the cycle — and off-plan demand rebalanced as Majan and Jebel Ali Downtown jointly led the segment.

September 2026 delivered a market of sharp internal contrasts: while headline value edged up 3.5% to AED 29.8B, volume fell 6.1% and the year-on-year gap of 45.5% on value and 44.3% on volume remained among the cycle's widest. These headline metrics, however, obscure a data set containing some of the most structurally significant readings of the entire disruption period — most notably in leasing, mortgage activity, and the off-plan market's geographic rebalancing.

The leasing market's 47,137 new contracts — a 13.0% surge to a new cycle high — is the month's defining signal. When JVC records 2,562 apartment leases and Business Bay 1,889 in a single month, the message is unambiguous: Dubai's residential occupier demand is not merely recovering, it is expanding at scale. The back-to-business seasonal effect amplifies September's numbers, but cycle highs in June, July, August and now September confirm structural population and business growth rather than cyclical noise. Villa leasing at 3,590 contracts, also a cycle high, has completed five consecutive months of growth.

With AED 9.5B in mortgage value — the cycle's highest — and an average loan size of AED 2.46M, the banking sector is not only participating but deepening its engagement with the market. The 98.9% villa mortgage rate (1,444 mortgage transactions versus just 16 cash) shows that virtually all active villa buyers are end-users with financing requirements. When cash-rich discretionary investors return as regional normalisation progresses, this buyer cohort will materially amplify both volume and value.

The off-plan market's geographic rebalancing is the cycle's most positive structural development to date. Azizi Venice's moderation to 454 transactions, from 1,481 in August and 2,402 at its June peak, removes the single-project distortion and reveals genuine breadth: Majan (492), Jebel Ali Downtown (491), JVC (429) and City of Arabia (331) jointly provide a diversified leadership. Jebel Ali Downtown's presence in the top five for four consecutive months is the cycle's most consistent off-plan demand signal.

The off-plan pricing break to AED 1,824.7 per sq.ft. — below the AED 1,838 level that held from May through August — is the month's primary caution flag. While the move is modest (0.9%) and may reflect September's launch mix rather than broad-based pricing erosion, it signals that the floor is still being tested. The ready market's 0.2% uptick to AED 1,685.6 per sq.ft. is constructive, confirming secondary market pricing resilience.

For Q4, the key variables are the pace of regional normalisation — which will determine when cash investors re-engage — and whether the October supply step-up of 1,337 apartments and 479 villas can be absorbed without disrupting the secondary market stabilisation that has been the most durable feature of the second half of 2026.
